OneROC is seeking an experienced, dynamic professional to expand governance capacity and assist in multi-project oversight, coordination, and connectivity as part of its leadership role for the NY SMART I-Corridor Tech Hub. About OneROC
OneROC is the regional economic alliance serving Greater Rochester. Established in 2019, it leads coordinated capacity-building to deepen regional economic competitiveness in four key areas:
1) Business attraction and growth;
2) Talent attraction and retention;
3) Downtown activation and revitalization; and
4) Regional branding and marketing.
Since inception, OneROC has secured more than $30M in net new private, public, and philanthropic resources to advance its capacity-building plan, the investment of which has coincided with regional peer rank improvements in key metrics including job growth, labor force, regional GDP, and unemployment. OneROC implements its capacity-building plan through two key roles: Making significant, coordinated capacity building investments directly in alliance partner organizations, and serving as a regional convener / coordinator on key strategic economic initiatives — most notably the Regional Tech Hub investment recently awarded by the U.S. Department of Commerce and Economic Development Administration (EDA), and the $80M Regional Revitalization Partnership co-investment for placemaking, workforce, and commercial corridor revitalization initiatives in the City of Rochester.

About the NY SMART I-Corridor Tech Hub
Designated as one of 31 federal tech hubs under the federal CHIPS and Science Act, and one of only 12 to receive first-in-the-nation implementation funding, the NY SMART I-Corridor is positioned to accelerate innovation, drive economic mobility and grow a globally competitive semiconductor ecosystem in Upstate New York. The SMART I-Corridor is co-convened by OneROC, the Buffalo Niagara Partnership, and CenterState CEO, and supported by a coalition of over 100 organizations – spanning leading businesses, higher education, economic development groups and community-based organizations.
Position Overview and Key Responsibilities
The Senior Manager, NY SMART I-Corridor Regional Tech Hub will report to OneROC’s President & CEO, who also serves as the Tech Hub’s designated Regional Innovation Officer (RIO).
This position will provide critical capacity for OneROC’s effective delivery of the Regional Innovation Officer role. Additionally, the position will manage key administrative functions and extend OneROC’s RIO role across all Tech Hub projects and governance components. Primary responsibilities will include:
• Deputy Regional Innovation Officer: Serve as day-to-day manager of the Tech Hub, for which OneROC’s President and CEO is the designated Regional Innovation Officer. Manage engagement with leadership team / co-convener partner organizations in Buffalo and Syracuse, component project lead organizations, and subawardee implementation partners across Upstate New York. “The Regional Innovation Officer serves as the leader of the consortium and is accountable for continued coordination of its shared vision and strategy. In that capacity, the RIO serves as EDA’s lead point of contact and as the central coordinator of consortium governance. • Liaison to key public sector partners: Serve as a primary contact between the NY SMART I-Corridor and its assigned project management team at the Economic Development Administration. Additionally, support the Tech Hub’s strong partnership with Empire State Development (ESD) and the Governor’s Office of Semiconductor Expansion, Management, and Integration (GO-SEMI) to advance the mission of the SMART I-Corridor and ensure alignment with broader statewide semiconductor ecosystem activities.
• Inter-project administration: Serve as a key point of connection across the Tech Hub’s three programmatic component projects (supply chain, workforce, and commercialization) as they are implemented across the SMART I-Corridor’s multicounty geography. Ensure cross-project coordination and information sharing that contributes to consistent and impactful end-user (i.e., regional firms) engagement with the Tech Hub’s programs. Attend and participate in regular meetings of component projects’ respective implementation teams, each of which includes one lead institution and a network of subawardee implementation partners spanning Buffalo, Rochester, and Syracuse. Support data reporting teams collecting information to track project impacts.
• Leadership team coordination: Facilitate weekly meetings of the SMART I-Corridor’s co-convener leadership team, consisting of OneROC (Rochester), Buffalo Niagara Partnership (Buffalo), and CenterState CEO (Syracuse). Manage meeting agendas to ensure mission-critical issues are briefed and addressed by leadership in ways that advance the Tech Hub’s work.
• Community Partnerships: Steward and expand key partnerships, including community outreach and presentations to stakeholder groups on the SMART I-Corridor’s work and impact.
Education, Experience, and Qualifications
• Master’s degree or equivalent experience in economic / community development, government, management, or related field.
• Five or more years of relevant professional experience in a partnership-related or corporate partnership organization, including in a non-profit, education, communityfacing, or economic development environment.
• Successful leadership experience in a mid-level role, and comfortable working in a multi-dimensional capacity. Professional presence and a preference for external, direct interaction with stakeholders.
• Relevant experience in organizational management, coalition-building, community development, and / or public affairs; familiarity with New York’s semiconductor / microelectronics ecosystem a plus, as is knowledge of Upstate New York’s economic development community.
• Exceptional communication skills both verbally and in writing.
• Strong organization and relationship management skills.
• High level of accuracy and attention to detail.
• Member and partner engagement focused.
• Self-motivated and directed.
• Desire to work collaboratively with colleagues and the greater community.
• Experience with MS Office, spreadsheet and / or database programs.
Compensation and Benefits
This is a full-time exempt position. Salary range is $85,000-$100,000, commensurate with experience. Competitive benefits include health, dental, vision, 401k, HSA / FSA, sick days, vacation days, and more.
While the position is based in Rochester, the incumbent will be expected to travel occasionally throughout the Tech Hub corridor region spanning Buffalo-to-Syracuse.
